Georgia Requires Virginia Tech 5-Star Headgear for High School Flag Football
The GHSA now requires Virginia Tech 5-star headgear for every girls flag football player, starting fall 2026. What the rule says and who it covers.

Carlsbad, Calif.: Georgia is the first state association we found that requires rated flag football headgear. Every GHSA girls flag football player must wear a Virginia Tech 5-star soft-shell headgear or headband, starting fall 2026.
Every girls flag football player in a GHSA-sanctioned game in Georgia must now wear soft-shell headgear or a protective headband rated 5 stars by the Virginia Tech Helmet Lab. The rule took effect with the fall 2026 season. It is the only statewide high school headgear requirement we found when we checked all 50 states and DC.
How the rule passed
The GHSA moved in two steps. In April 2025 its Board of Trustees voted to recommend 5-star headgear. On April 13, 2026, the GHSA State Executive Committee approved the requirement 64-0, after the Flag Football Committee approved it 5-0. Local TV coverage followed on July 30, from Atlanta News First and WRDW.
What the rule requires
The GHSA headgear page and the 2026-27 constitution set these conditions:
- A Virginia Tech Helmet Lab 5-star rating. A 4-star product does not qualify.
- Coverage of the forehead, temples and back of the head, fitted to the maker's instructions.
- A maker with at least $5 million in product liability insurance.
- A product sold through several retail or team channels.
GHSA names no brands and publishes no approved list, even though the page title says "approved headgear". Schools check products against the Virginia Tech ratings themselves. Of the 58 models on the Virginia Tech flag football ratings when we checked on November 5, 2026, 26 held 5 stars. Both halo or headband styles and full-coverage caps appear in that group. Our flag football headgear ratings table lists every one.
What happens without it
GHSA's September 24, 2026 weekly bulletin says a team that arrives without the required headgear forfeits. The July TV reports described a 10-yard unsportsmanlike conduct penalty, but we did not find that penalty tied to headgear in the GHSA documents we read. Coaches should follow the bulletin and ask the GHSA office if anything is unclear.
One more wrinkle: the body of the 2026 GHSA rules book still describes headgear as recommended, while its rule changes page and the constitution make it mandatory. The constitution is the governing document.
What it means outside Georgia
The rule covers GHSA high school play only. Youth leagues in Georgia, and leagues everywhere else, still set their own equipment rules. If your league is weighing a headgear rule, our league safety checklist covers how to name a rating and record each family's acknowledgment at registration. No headgear prevents concussions, and the rating measures lab performance, not a guarantee.
Frequently asked questions
Does the GHSA headgear rule apply to youth flag football in Georgia?
No. The rule covers GHSA-sanctioned girls high school flag football. Youth leagues in Georgia, including NFL FLAG and rec programs, set their own equipment rules. Ask your league before the season whether it requires headgear and which rating it accepts.
Is a 4-star headgear legal in GHSA flag football?
No. The GHSA requires a Virginia Tech Helmet Lab 5-star rating, and its headgear page states that a 4-star product does not qualify. The product must also cover the forehead, temples and back of the head and meet the maker insurance and availability conditions.
Does the GHSA publish a list of approved flag football headgear?
No. Despite the page title, the GHSA publishes criteria, not a list, and says its rules will not name brands. Schools compare products against the Virginia Tech flag football ratings and the other GHSA conditions themselves.
